Already since the 10/1/2007 there is a so-called energy identity card for buildings in Germany. For residential buildings that were finished till 1965 , the certificate has become duty since 1st July 2008. For later residential buildings and for non-residential buildings this duty exits since 2009. In the past the technical standard of a real estate in financial regards often has only been recordet in blurred comparative values. Now the technical standard becomes increasingly an autonomous topic within the sales process. For the buyer of an real estate otherwise would be made to take over a risk inestimable from him.

It has to annoy every site manager to fix dates and than just notice without any consequence, when these target dates have elapsed. If he acts like this he loses any possibility to take countermeasures when fixed periods are endangered.
